Spain's solar bottleneck: france stalls green energy ambitions
Spain’s ambitious push towards renewable energy dominance is hitting a wall – a concrete one erected by France. The Iberian Peninsula, alongside Portugal, is rapidly evolving into an ‘island’ of energy, but a restrictive bottleneck is threatening to strangle its potential.

A continental constraint
The initial concept of an energy island holds promise, yet Spain’s ambitions are colliding with a significant obstacle: France’s control over solar export capacity. The comparatively limited 3,000 MW capacity of the Franco-Spanish Pyrenees terrestrial interconnection – a crucial artery for distributing excess Iberian solar power – is proving a major impediment. Portugal also benefits from this limited connection.
Currently, bidirectional high-voltage direct current (HVDC) lines aren’t sufficient to accommodate the scale of Spain’s burgeoning renewable output. The situation is further complicated by NASA’s ongoing preparations for lunar operations, a project that, ironically, presents a greater technological challenge than this continental impasse.
The European Commission’s 2030 strategy, aiming to reduce reliance on external energy sources, hinges on bolstering interconnectivity – and France’s position is paramount to Spain’s success. The Spanish government is exploring increasingly desperate measures to circumvent this constraint.
Beyond France, alternative routes are being considered. A substantial connection to Italy via the Mediterranean offers another pathway, though the sheer scale of such a project renders it currently impractical. A new, bolder solution is gaining traction: a subsea cable linking Spain to Ireland, estimated at 1,000 to 1,100 kilometers. This transatlantic cable would effectively bypass the French blockage, feeding excess renewable energy to the UK and potentially beyond.
Preliminary studies are underway, navigating the treacherous waters of the Bay of Biscay and the Celtic Sea – a complex undertaking demanding significant engineering expertise. The project’s viability hinges on a landmark agreement between Spain and Ireland, tentatively scheduled to be formalized at WindEurope 2026 in Madrid.
The two markets, characterized by limited cross-border electricity exchange and vulnerabilities highlighted by the 2025 blackout scare, are now seeking to address this fundamental deficit. Spain’s interconnection capacity stands at a meager 3,000 MW – representing only 2% of its approximately 150 GW grid. This falls significantly short of Brussels’ mandated 10% target for 2020 and the ambitious 15% goal for 2030. The war in Ukraine served as a stark warning, an event exacerbated by the unfolding crisis in Iran and the subsequent gas market volatility. Despite being a leading producer of solar energy, Spain’s surplus remains trapped, a situation dramatically intensified by France’s control.
The current situation underscores the urgent need for diversification. While a connection to Italy offers a viable, albeit complex, alternative, the potential of the Atlantic cable represents a powerful – and arguably necessary – step towards unlocking Spain’s renewable potential. Ireland, with its burgeoning offshore wind capacity, stands as a crucial partner in this endeavor, poised to receive a significant influx of clean energy when Atlantic storms drive power generation.
