Nasa ditches gateway station to build a real lunar town—boots on the regolith by 2028
NASA is done with flags-and-footprints. Administrator Jared Isaacman told a small group of reporters on Tuesday that the agency will pause the Gateway lunar space station in its current form and pour every spare dollar into building a permanent surface base at the Moon’s south pole. The first six-month crew rotation could begin as early as 2028.
Gateway shelved, surface gets the cash
The decision flips two decades of planning. Instead of assembling a mini-ISS in cislunar orbit, engineers will ship modular habitats, power plants and rovers straight to the Shackleton crater rim. Isaacman put it bluntly: “Orbital outposts are great science fiction, but you don’t mine water or launch to Mars from a halo orbit. You do it from the ground.”
The pivot is already budgeted. Roughly $1.3 billion earmarked for Gateway’s contractor suite—Northrop Grumman for the Habitation and Logistics Outpost, Maxar for the Power and Propulsion Element—will be rebid as surface-only payloads. Early design reviews for the new gear start in July, with Requests for Information dropping next week.

Three brutal phases before bedtime on the moon
Phase one is build, break, learn. Starting next April, Firefly’s Blue Ghost and Astrobotic’s Griffin landers will hurl 70-kg radioisotope heaters and thermoelectric generators to test dust-proof radiators and night-survival electronics. If the hardware survives 14 days of –180 °C darkness, it graduates to Phase Two: semi-habitable infrastructure delivered by 2026.
That second wave includes JAXA’s pressurized rover—think a 12-wheeled RV with a six-day oxygen supply—and Canada’s Lunar Utility Vehicle, a forklift crossed with a snowcat. Both will be launched on a yet-to-be-announced heavy-class lander financed 60 % by Tokyo and Ottawa, 40 % by NASA’s re-routed Gateway money.
Phase three is the long-stay gamble. By 2029 the agency wants a pair of Multi-Purpose Habitats from the Italian Space Agency bolted to a SpaceX Starship-derived lunar stage. The stack would give four astronauts 500 m³ of living space and, crucially, 2 MW of nuclear-fission power—enough to run ISRU water crackers and aluminum smelters around the clock.

Reusability is the new religion
Every kilogram after Artemis V must be commercially sourced and reusable. NASA’s revised HLS contract will reward bidders who can fly the same landing legs at least five times. The ask: bring recurring cargo cost below $50,000 per kg—half today’s CLPS average—and prove pad-to-pad turnaround inside 90 days. SpaceX, Blue Origin and a dark-horse startup, Venturi Astrolab, have already submitted 300-page responses.
Old hardware isn’t scrap yet. Engineers will harvest Orion heat-shield tiles and shuttle-era auxiliary power units to build lunar battery packs. Even the cancelled Gateway HALO module gets a second life: its avionics bay will be gutted and repurposed as a surface comms relay, slashing $220 million from the new budget.
The international partners are staying aboard, but on new terms. ESA will swap its planned Gateway ESPRIT module for a deep-space antenna farm near the lunar equator. The UAE, smarting from Rashid rover’s crash, will fund a redundant GPS-like navigation constellation around the Moon—think four 50-kg cubesats paid with petrodollars, not ISS barter.
Risks? Plenty. The timeline assumes Starship nails orbital refueling by 2026 and that radioisotope heaters pass planetary-protection review—never a given after the Pu-238 protests of the Cassini era. One veteran engineer whispered that the lunar dust ingestion rate on mechanical joints is still “a black art; we’re extrapolating from six Apollo samples and a prayer.”
Still, the agency has fired its starting gun. When the first RFI hits the street next Monday, contractors will have 45 days to prove they can deliver a pressurized rover chassis for under $600 million. Miss the window and you’re out of the Moon game until 2032. Isaacman’s closing line left no wiggle room: “We’re not going back to prove we can leave. We’re going back to stay. The paperwork just got real.”
