Europe weaponizes low orbit: €15.6m to field a spy sat that kisses the atmosphere
Brussels just wrote the largest single check for a European military satellite that will skim the edge of space. The European Defence Agency awarded €15.65 million to a 17-company squad fronted by Spanish aerospace house Sener to blueprint a craft purpose-built for very-low-Earth orbit—the slice of sky police helicopters regard as 'high' but satellites call 'suicidal'.
Why risk it? Drop a camera to 200 km and the pixels sharpen by double. Add a radio and latency falls below 20 milliseconds—enough to steer a drone in real time from thousands of kilometres away. The trade-off is air. Even at 250 km the wisps drag hard; without constant thrust a spacecraft can lose two kilometres a day. Batteries die. Missions abort. Taxpayers fume.
Five nations bankroll the gamble
Spain, France, Luxembourg, Portugal and Slovenia pooled the purse. Their industrial champions—Airbus Defence and Space, Thales Alenia Space, Geosat, Gomspace and the rest—will spend the next 36 months turning napkins into a bus that can fight drag and still return photos sharp enough to read a licence plate.
The project, tagged VLEO-DEF, inherits homework from LEO2VLEO, a Dutch-Austrian experiment that launched in January with €10 million. That earlier programme is already drafting three shape-shifting sats able to dive from a safe 500 km perch down to 200 km, loiter for a few days, then climb back out before the atmosphere swallows them. VLEO-DEF wants a permanent resident—something that can loiter for years, not weekends.

An orbit so low it breathes
Engineers call the band between 150–350 km 'VLEO' for a reason: atomic oxygen eats solar panels, residual drag demands weekly thruster burns, and Earth’s magnetic field rattles electronics. The last craft to survive there, the civilian GOCE satellite, carried 40 kg of xenon and still ran dry after four years. Militaries want ten-year life, encrypted links and the ability to dodge incoming fire. Translation: new alloys, self-heating fuel lines and AI that predicts turbulence before it hits.
If the consortium nails it, Europe vaults ahead of the Pentagon’s similar SLP programme and China’s under-wraps Qilinseries. Missile-tracking assets could park so low that hypersonic glide vehicles have nowhere to hide. Special-ops teams could stream helmet-cam footage through a relay that sits closer to them than their supply drop. And all of it would ride a Spanish bus launched from French Guiana, paid by a continent that still prefers the term 'defence' to 'weaponisation'.
The contract ink is barely dry, yet the countdown has already started. Thirty-six months from now either Europe will own the ultimate peephole—or the Atlantic will receive another very expensive meteor.
